Only E-cigarette Product Manufacturers and Brand Holders with Tobacco Monopoly Licenses will be Allowed in China in 2022

        On March 11, China State Tobacco Monopoly Administration issued the “Measures for the Administration of Electronic Cigarettes”. Restricted regulations on producing and selling electronic cigarettes will be implemented on May 1, 2022. 

According to the regulations, all electronic cigarette manufacturers, atomizer manufacturers, and nicotine manufacturers for electronic cigarettes must be approved by the Tobacco Administrative Department of the State Council. They should obtain a tobacco monopoly production enterprise license, and be registered by the Market Supervision and Management Department. To engage in the retail business of electronic cigarettes, they should apply to the Tobacco Monopoly Administration to obtain a tobacco monopoly retail license. From this point, electronic cigarette products in the market shall meet the mandatory national standards for electronic cigarettes. 

Moreover, the Chinese Tobacco Monopoly Administration has established a national unified electronic cigarette transaction management platform, e-cigarette product manufacturers and e-cigarette brand holders who have obtained legal tobacco monopoly licenses shall sell e-cigarette products to e-cigarette wholesalers through this platform.

    In addition, Article 26 of the forthcoming “Measures for the Administration of Electronic Cigarettes” stipulates that it is prohibited to sell flavored electronic cigarettes other than tobacco flavors. Hearing that these fruit-flavored e-cigarettes are about to be banned, many e-cigarette smokers decide to stock up their pods.
